Disable Pull to Refresh function for Chrome for Android and Hide Address Bar

When in KIOSK mode, Android tablets managed under Systems Manager have very limited options for an MDM. The Android version of Chrome has a default function enabled that causes the page to refresh if pulled down past the end of a webpage. The simulation run for the students using these tablets is presented in an applet/frame and when they scroll too far, the page refreshes and the simulation resets causing the student to lose progress and start over. I'd like to have more control over Chrome browser settings and flags. 

Although I can block and allow URLs, I can't hide the address bar in Chrome which allows students to become distracted by attempting to get to other websites outside the simulation URL.
